Overview
North Carolina's cities and towns are responsible for over 15,000 miles of streets and roads. Constructing and maintaining those streets and roads account for nearly 30 percent of local budgets. With construction and maintenance costs so high, many local governments see the need to train employees in current, proven methods for road construction and maintenance.
The Roads Scholar Programs, special training programs administered by North Carolina's Local Technical Assistance Program (LTAP), are the answer for local government agencies seeking low cost, high quality training for their employees in order to keep their roadways safe and properly maintained.
LTAP’s Roads Scholar Programs provide a curriculum of training to enable transportation workers to study road fundamentals, safety, drainage, snow and ice removal, and training management. The courses help the participants develop professionalism and advance in their careers. Roads Scholars are recognized for their training and expertise.
The Roads Scholar Program consists of 13 different one- or two-day training sessions, regularly offered through LTAP each year. To become a North Carolina Roads Scholar, you must complete 7 of the 13 training sessions identified below. - Asphalt Pavement Maintenance
- Snow & Ice Control
- Inspection and Construction of Asphalt Pavements
- Soils Fundamentals
- Unpaved Road Maintenance
- Vegetation Management
- Management & Supervisory Skills for First-Time Managers
- Basic Work Zone Safety
- Maintenance Repair and of Utility Cuts
- Basic Drainage/Roadway Drainage Maintenance
- Excavation Safety
- Flagger Training
- Intermediate Work Zone Safety
Upon successful completion of the program you will receive the following:
- Roads Scholar certificate of training
- Roads Scholar cap
- Recognition at the NCAPWA Streets Division Annual Meeting
- Recognition in North Carolina's Transportation Tracks newsletter
- Letter of commendation, copied to your supervisor and mayor
- Press release announcing your achievement to your local newspaper
Advanced Road Scholars Overview
The Advanced curriculum was developed at the request of our Roads Scholars. If you are motivated enough to start the Roads
Scholar Program, you'll want to continue sharpening your skills and expanding your knowledge.
The Advanced Roads Scholar Program consists of 11 different one- or two-day training sessions, regularly offered through LTAP each year. To become an Advanced North Carolina Roads Scholar, you must already be a Roads Scholar and complete eight of the 11 training sessions identified below. Upon Completion of the program you must write a minimum one page document on how the Advance Program has helped you in your job or your community.
