Team Profile

James Martin is director for the North Carolina Local Technical Assistance (LTAP) Program. In his role, James is responsible for the fiscal and operational management of LTAP. James also serves as associate director for the Center for Transportation and the Environment (CTE). His professional background focuses on pavement management and maintenance practices for state and local agencies.

Linda Collier is the assistant director and coordinator for the Local Technical Assistance Program (LTAP). In her role, Linda performs various duties including managing the federal training program, developing training materials, coordinating training programs on a variety of transportation-related topics, as well as coordinating special events. Linda started this job for ITRE in October 2004.

Bill Woods is the program coordinator. He is responsible for coordinating registration procedures and event communications for all LTAP training across North Carolina. He maintains the LTAP database, including credits for the Roads Scholar and Advanced Roads Scholar programs. Bill also maintains the database for the LTAP video library and the ITRE print library.
