Eugene A. Conti, Jr.
Eugene A. Conti, Jr. was named Chief Deputy of the North Carolina Department of Transportation in January 2001. In this role, Gene will function as the Chief Operating Officer of NCDOT with responsibility for ensuring that Governor Easley's and Secretary Tippett's goals for North Carolina's transportation system are realized.
Prior to returning to North Carolina, Gene served as the USDOT Assistant Secretary for Policy. As the Assistant Secretary, he was the principal advisor to USDOT Secretary Rodney Slater on transportation safety, environmental impacts, economic growth, infrastructure finance, technology, mobility and strategic planning.
During his tenure at USDOT, Gene was responsible for implementing a presidential executive order to promote mobility, reduce congestion and improve air quality in the Washington metro region. He is credited with strengthening the ties between transportation investment and environmental protection in U.S. metropolitan regions. He also led the Global Positioning Systems (GPS) policy effort for civilian uses of GPS across a broad range of economic sectors, including transportation, finance and banking and natural resources.
Prior to his appointment to USDOT, Gene served as the Secretary of Maryland's Department of Labor, Licensing and Regulation from 1995 to 1998. During his tenure at DLLR, Gene led the department with a focus on better service to Maryland citizens and taxpayers, program efficiency, and consumer and worker protection.
Gene also served at the U.S. Department of Transportation (DOT) as the Deputy Assistant Secretary for Budget and Programs from 1993 until 1995. From 1987 to 1993, he served as Chief of Staff for Congressman David E. Price of the Fourth District of North Carolina. In addition, Gene was a civil servant at the U.S. Office of Management and Budget, the U.S. Treasury Department and the N.C. Department of Administration.
Conti is a graduate of Eastern Michigan University where he received a bachelor's degree in sociology in 1971. He also earned a master's degree in Policy Sciences and Public Affairs and a Ph.D. in anthropology from Duke University in 1978. |
