Dr. E. Downey Brill

Director of the Center for Transportation and the Environment since 2005, Dr. E. Downey Brill, Jr. is also a North Carolina State University professor and former head of the Department of Civil, Construction, and Environmental Engineering. Dr. Brill brings to CTE more than three decades of research expertise in developing optimization models for civil and environmental engineering systems with special interests in solid waste, water quality, and air quality management; floodplain land-use planning and management; and water supply networks. Dr. Brill’s research has been funded by the National Science Foundation, U.S. Environmental Protection Agency, U.S. Department of Interior, and U.S. Geological Survey. Dr. Brill has also served as consultant to the U.S. Army Science Board and the World Health Organization. He has served on the editorial boards of Water Resources Research and Engineering Optimization and has received several research and teaching awards, including the ASCE Huber Prize and Croes Medal. Brill’s professional organizations include the American Society of Civil Engineers (Department Heads Council, 1993-1997, Member and Past Chair of Water Resources Systems Committee), American Geophysical Union, Institute for Operations Research and the Management Sciences, and American Society for Engineering Education. Prior to coming to NCSU, Brill served as professor of civil engineering at the University of Illinois at Urbana-Champaign, was a visiting scholar at the University of Texas at Austin and a distinguished professor in the Fulbright Program with Yugoslavia at the University of Nis and Institut za Vodeprirredu "Jaroslav Cerni." Dr. Brill holds a Ph.D. in environmental engineering from The Johns Hopkins University and a B.S. with distinction in civil engineering from Cornell University. |

Ms. Nancy Bailey, M.L.S.
Technical Analyst/Web Developer

As the technical analyst/web developer for the Center for Transportation and the Environment, Nancy Bailey is responsible for the administration of the CTE Web site as well as multiple CTE-hosted Web sites. She also works in conjunction with the ITRE communications staff in providing support for all ITRE related sites. Ms. Bailey received her bachelor’s and master’s degrees from East Carolina University and holds a certificate in Web development from Wake Technical Community College. Ms. Bailey has over ten years of Web related experience and is a member of the International Webmasters Association. |

Ms. Ann Hartell, M.R.P.
Research Associate

A research associate with the Center for Transportation and the Environment, Ms. Ann Hartell’s work focuses on the complex interactions among transportation facilities, the users of those facilities, and nearby communities. Additional projects have included policy development and process improvement for State Departments of Transportation and Metropolitan Planning Organizations. Ms. Hartell has also assisted in the Context Sensitive Solutions courses delivered to the North Carolina Department of Transportation's employees and the development of course materials for the National Community Impact Assessment course for the Federal Highway Administration. Ms. Hartell holds a master’s degree in City and Regional Planning from the University of North Carolina at Chapel Hill, and also holds undergraduate degrees in Geography and Architectural Technology. Her technical skills include GIS analysis and statistical techniques. |

Mr. James B. Martin,
M.C.E., P.E.

James Martin is the associate director of the Center for Transportation and the Environment (CTE). He is responsible for overall management of CTE's activities, a $2 million annual program. Mr. Martin is also the director of the Institute for Transportation Education and Research (ITRE) Local Technical Assistance Program. Mr. Martin has been at ITRE since 1980. He has served as principal investigator on over 100 research and training projects during that time. A registered Professional Engineer in the state of North Carolina, he holds bachelor’s and master’s degrees in Civil Engineering from NC State University. He is a member of the TRB Committee on Environmental Analysis, ADC10, Committee on Ecology and Transportation ADC 30 and Committee on Maintenance and Operations Personnel AHD10. The Principal Investigator on the project to present Context Sensitive Solutions Training course to more than 1500 North Carolina Department of Transportation (NCDOT) employees, Mr. Martin also oversees numerous other CSS projects that are ongoing at CTE and has made numerous presentations at conferences and meetings on that topic. During his career, he has worked on many projects for the NCDOT that included field interviews of DOT management, as well as the development of software and databases to communicate research findings. He has developed and taught dozens of short courses for the NCDOT and North Carolina municipalities. Course subjects have included but are not limited to pavement materials, pavement design, construction, maintenance and pavement management. |

Mr. Eugene Murray,

Eugene Murray is the distance learning specialist at the Center for Transportation and the Environment (CTE). In his position, Mr. Murray assists CTE’s technology transfer director with the development of communications programs using multimedia technologies to support the center’s distance learning and information exchange services. His key responsibilities include managing and implementing CTE's satellite/web broadcast programming and online learning initiatives. Mr. Murray also works closely with CTE’s technology support analyst and with ITRE’s communications and information technology staff. Prior to joining CTE, Mr. Murray was multimedia production manager for Horizon Productions in Durham, NC and media services manager for the state's Agency for Public Telecommunications in Raleigh. He has received multiple professional awards for creative work as an editor, director and producer of information, training and public service video programs. Mr. Murray earned a bachelor’s degree in Radio, Television and Motion Pictures from the University of North Carolina at Chapel Hill, and is a graduate of the first class of the NC School of Science and Mathematics (NCSSM). He is a past president and current board member of the NCSSM Alumni Association and has held regional leadership positions with the International Television Association and Media Communications Association-International. |

Dr. David Robinson,

Dr. David Robinson is a senior research associate for the Center for Transportation and the Environment. Since joining ITRE in 2003, he has been acting as a strategic planning consultant to the Ecosystem Enhancement Program (EEP) within the North Carolina Department of Environment and Natural Resources (NCDENR). In 2003, NCDENR, NCDOT and the US Army Corps of Engineers (USACE) signed a memorandum of agreement whereby EEP would provide, for payment, all the wetland and stream mitigation required by NCDOT. Since that time, he has been assisting EEP staff with developing the EEP program and creating, testing and implementing database systems to support EEP’s financial and compliance reporting requirements to NCDOT and USACE. In addition, he performs policy analyses of proposed state and federal legislation and rule-making that might have an impact on EEP. He was employed by NCDOT for over 20 years in the Public Transportation Division and the Highway Division in a variety of positions. His last position with NCDOT was as state research engineer. He also has ten years’ experience in private engineering consulting. He earned his B.Sc. in Engineering Science at Warwick University, UK; his M.S. in Civil Engineering at Purdue University; and his Ph.D. at NC State University. He is a Registered Professional Engineer in NC, Fellow in the International Institute of Transportation Engineers, past president of the NC Section Institute of Transportation Engineers, past chairman of the Raleigh Transit Authority, co-founder (in 1983) of the NC Public Transportation Association, and co-founder (in 2003) and CEO of the NC Transportation Hall of Fame. |

Mr. Walter Thomas
Information Processing Assistant

Mr. Walter (Walt) Thomas is the information processing assistant for the Center for Transportation and the Environment. Having previously worked with the Admissions Office at Randolph College in Virginia (formerly Randolph-Macon Woman’s College), Mr. Thomas is familiar and adept with working in an academic setting. He currently serves as support to CTE staff, assisting them with their various projects. Mr. Thomas also provides logistical facilitation for various CTE meetings, classes, broadcasts, and teleconferences, including preparation and production of course materials and securing travel arrangements. In addition, Mr. Thomas assists CTE staff with professional mass-mailings and database maintenance support. |
